By Laws

Article I

Section 1 The name of the association shall be the Missouri River Valley Appaloosa Association.

Section 2 The club shall be affiliated with the Appaloosa Horse Club, Inc., the national breed registry for Appaloosa horses.

Section 3 The club shall be headquartered at the address of the Secretary/Treasurer.

 

Article II

Section 1 To cooperate with and aid in every way possible, the programs and functions of the Appaloosa Horse Club, Inc.

Section 2 Recognizing that the parent organization, the Appaloosa Horse Club, Inc., files, records and issues certificates of registration for such animals thought to be fit for foundation stock and the tenative registry, the primary function of the club will be to promote interest in the breed from a regional standpoint in complete cooperation with the overall program of the Appaloosa Horse Club, Inc.

Section 3 It shall be the duty of this club to see that all horses taking part in activities concerning this club be properly registered within the rules of the Appaloosa Horse Club, Inc.

Section 4 To gain publicity through the mediums of radio, television, newspapers, magazines, etc.

Section 5 To gain breeding classes for Appaloosa Horse Club, Inc., in local, county, district and state horse shows and fairs.

Section 6 To forward historical data, bloodline reports and general information etc., to the Executive Secretary of the Appaloosa Horse Club, Inc., when it would be requested or helpful to him/her.

 

Article III

Section 1 Any person interested in the Appaloosa breed shall be eligible to become a member.

Section 2 The annual dues shall be $15.00 per family membership or $10.00 per single membership.

Section 3 All money received from annual dues will be used for breed advertisements, expenses of regional shows, breed promotional work and other work in connection with the purpose of the club.

Section 4 Each adult member of a paid family membership shall have one vote and members must be present to vote.  Anyone 19 and over must have their own membership.

Section 5 Membership is good for one year, and it will be renewed each year on receipt of annual dues.

Section 6 The membership is non-transferable.

Section 7 Those members abusing or misusing their privileges of membership shall have their membership revoked by the Board of Directors

 

Article  IV

Section 1 The annual meeting of members shall be at such a place as the Board of Directors shall designate.  One general membership meeting shall be held each year.  The President may call a board meeting with a five-day notice whenever he deems necessary.

Section 2 The annual meeting shall be at such time as the Board of Directors shall designate.

Section 3 The Board of Directors shall consist of nine members serving three-year terms.  Three shall be elected at each annual fall meeting, as three retire, and other business shall be transacted in matters concerning the voice of the membership.

 

Article V

Section 1 The officers of the association shall be:  President, Vice President and Secretary/Treasurer.  The President and Vice President shall be elected by the Board of Directors at the annual meeting for a period of one year.  The Secretary/Treasurer shall be elected by the membership present at the annual meeting for a term of one year.

Section 2 The President shall preside over all meeting, perform all duties incident to such office, and such other and further duties as may from time to time be required of him by the members or the directors.

Section 3 The Vice President shall perform all the duties of the President in case of the latter's absence or disability.

Section 4 The Secretary/Treasurer shall keep an accurate record of all transactions of the members and directors.  He/she shall give all notice required by law and all notices required by the by-laws of the association.  Secretary/Treasurer shall receive and safely keep all monies, rights, and property belonging to the association.  It shall be the Secretary/Treasuerer's duty to keep a proper and accurate record of the finances of the association and all books shall be open for inspection and examination by the Board of Directors or any committee of members appointed for that purpose.  Books to be audited at the end of the year by a committee appointed by the President.  The Secretary/ Treasurer shall be bonded.

 

Article VI

Section 1 Property, funds and affairs of the club shall be directed by the Board of Directors.

Section 2 Any officials of the Appaloosa Horse Club, Inc., may be present at a Board meeting and join in discussions.

Section 3 The Board of Directors shall take whatever action is deemed necessary to carry out the primary purpose of this club, without membership vote when deemed necessary.

 

Article VII

Section 1 The characteristic desires, promoted and advocated in the Appaloosa breed shall be those adopted by the Appaloosa Horse Club, Inc., through their published judging standards and through the breed discussions on pages 55 through 59 in THE APPALOOSA HORSE.

 

Article VIII

Section 1 The organization is hereby empowered to make any necessary laws or rules for the carrying out of the affairs and business of the organization by a majority vote of all members present at any regular meeting.

 

Article IX

Section 1 Proposed amendments to this constitution shall be submitted in writing to the Secretary/Treasurer so that they may appear in the notice of the annual meeting.

Section 2 The Secretary/Treasurer shall submit the proposed amendments to the officers and the Board of Directors for their recommendations to the membership at the annual meeting.

Section 3 Following the recommendations and reports of the officers and the Board of Directors to the annual meeting, the amendment shall be put to a vote and to pass, shall require a two-thirds majority of all members present.

 

 

 

MRVAA Club Rules

 

1. MRVAA Treasury will be financially responsible for the MRVAA Queen Contest and the MRVAA Youth Association will be responsible for the MRVAA Teen Queen Contest.

2.  There will be a newsletter called "News from the Valley."

3.  There shall be a Missouri River Valley Appaloosa Association Youth Club.

4.  The MRVAA emblem will be the Mary Ness drawing submitted and approved by the membership at the December 5, 1987, MRVAA Membership meeting.

5.  The MRVAA will submit two applicants for youth scholarships offered by the Appaloosa Youth Foundation.

6.  Racing and Queen funds are to be kept ina seperate account.  (In 1977, the Siouxland Racing Association entrusted the MRVAA with $750 to be used for promotion of Appaloosa racing.  In 1979, Steve Jones, Correctionville, Iowa, donated $150 for expenses of an MRVAA Queen who participates in the Miss Appaloosa America Contest.)

7.  Interest from Queen and Racing savings may be added to the MRVAA General Fund as the MRVAA Board of Directors deems necessary.

 

Officers

1.  There shall be a seperate account for money earned by MRVAA Youth, to be handled by the MRVAA Youth Advisor at the discretion of the MRVAA Secretary/Treasurer.  Both parties are to have access to the youth account.

2.  In case of vacancy on the Board of Directors due to death, resignation or other cause, the remaining directors by affirmative vote of a majority thereof, may elect a successor until the next annual meeting of members.

3.  The Secretary/Treasurer may spend up to $75 at a time from petty cash for expenditures.  All bills are payable by the Secretary/Treasurer for Board approved club activities such as shows, sales, etc.

4.  The Secretary/Treasurer, President, and Youth Advisor(s) will be bonded for $6,000 each.  (Tabled for further information 1/12/86 and 3/24/90).
